| 抄録 | In order to examine year-to-year variability of the Akisame (autumn rainfall) frontal zone in East Asia, large-scale cloud distribution and atmospheric fields around the frontal zone were compared among 1993, 1994 and 1995, when their characteristics were rather different among each other. While the Akisame frontal zone extended zonally and the deep convective clouds tended to appear in that frontal zone near the southern coast of the Japan Islands in 1993, the frontal zone extends from southwest to northeast and the large amount of precipitation was brought mainly in the northern Japan. In 1995, although the surface front on the weather maps appeared frequently also around the southern coast of the Japan Islands, the rainfall amount there was not so large. The area with frequent appearance of the deep convective clouds in the Akisame frontal zone was seen only to the east of the Japan Islands. As such, it is noted that the active area of the Akisame frontal zone shows rather large year-to-year variability also in the zonal direction. It is also suggested that such great variability of the Akisame frontal zone in the zonal direction seems to correspond to the variations of the subtropical high and the ITCZ in the western Pacific region around September. |

| 抄録 | Total number of the Co-operative societies in U.K. increased rapidly till the early years of 1890's and its maximum was 1455 in 1903. But the total number of individual members of the Co-operative societies increased steadily and many Co-operative societies grew up larger and larger, especially in the urban areas in the first half of 20th century. Since 1960 or so, the Movement has been in the declining stage. The market share of retail turnover, the number of Co-operative shops, and the Co-operative membership have been decreasing. This decline of the Co-operative Movement has mainly been pushed aside not by the independent shopkeepers but by the expansion of multiples. The Co-operative Movement in Japan became popular after World War 11 and grew up rapidly during the period from 1960's to 1980's. Growth of Co-operative Movement after 1960 can be obserbed in the increase of members of local Co-operative societies. Number of local Co-operative societies increased slowly in the 1960's and rapidly from 1973 to 1977. Membership has been increasing continuously since 1960 except in 1979. Main purpose of these societies is to supply food to members, and the societies increased in number till 1977. And the share of food and joint buying in retail sales of local Co-operative societies expanded after 1960 until 1990. Total turnover increased until 1993, but then it reached a sort of plateau. Monthly purchase per member of the retail Co-operative societies has been decreasing after 1991, and the turnover of their retail sales also stopped increasing after 1993. Total number of individual members of societies is still increasing because of members of the consumers Co-operative societies. |

| 抄録 | Political-bureaucratic relationships and bureaucrat's roles are major public concern in Japan. Senior bureaucrats, who decided on many policy issues on behalf of politicians under the people's high confidence, successively failed the treatments for housing loan companies, HIV's infection and FBR's incident etc. since 1995. However political-bureaucratic role relations are never clearly divided into two parts, policy and administration. Senior bureaucrats inevitably take part in policy making process owing to comlexity and professionalization in policy making. They need to have political tolerance, programmatic commitment, democratic sensibilities and acceptance of the concept of ministerial responsibility in cabinet government system. Therefore, this research focuses on the attitudinal orientation held toward various dimentions of their work in Kasumigaseki and Whitehall. The study compares Japanese bureaucrats' attitudes toward political-bureaucratic relationships with UK's in the same system. By principal component analysis of their responses to the written questionnaire, two significant different components are indentified; the first is accountability to ministers and the second is discretion in policy making. The analysis shows that Japanese bureaucrats are lass accountable to their ministers than UK's, while they have more discretion in policy making. Finally some recommendations are made about the reform of Japanese civil service system by considering these findings. |

| 抄録 | A comparison of part-time workers between Japan and Germany using comparable data 1990 shows that 1) German female part-time workers have long-tenured, 2) that tenure effect of German part-timers on wage and salaries is great, 3) that pay gap between female full-timers and part-timers in Germany is trivial, 4) that re-entry in labour markets as part-time workers after breaking periods has an adverse impact on their earnings, but the extent of adverse impacts in Germany is less than that of Japan. |
