Title Alternative Estimation of Saving Rates by Age Group in Japan using 2019 National Survey of Family Income, Consumption and Wealth

Abstract This paper estimates saving rates by age group in case of Japan using 2019 National Survey of Family Income, Consumption and Wealth( NSFICW). NSFICW is a large-scale survey with sample size of about 48,000 households for consumption expenditure and about 92,000 households for household revenue. We usually have saving rates of households, but those of individual are needed to investigate the effects of the decreasing birthrate and aging population on the average saving rates of macroeconomic level. This paper estimates the saving rates by age group. Some assumptions of transfers of income within a household are set. The results show the appropriate patterns of saving rates for age group, which are consistent to the life-cycle hypothesis. The saving rates of age after the middle 30s until 50s are in the rage between 30 to 38 percent. Then the rates drop after retirement. The rate over 75 years old is 1.3 percent. We also fi nd that the gap between retirement age and the starting point of public pension benefit brings drop and back of saving rates at the age of 60s.

Abstract 地域振興を目指す地方自治体にとっての関心事は,生産額や所得以上に雇用であるといえよう。特に,人口減少時代においては,その重要度は高まってきている。
地域産業連関表においては,雇用係数を用いて最終需要の変化に対する雇用誘発効果を産業部門別に求めることができる。しかしながら,どういった経路を経て雇用が変化していくのかを検証することは出来ない。それを見るには雇用係数に基づく逆行列を作成する必要がある。
本研究では,生産者価格表示の競争移入型の地域産業連関表を雇用者数で把えたモデルに置き換え,それによって需要の変化による雇用者への影響について,他産業からの間接効果を見ることができるようにモデルを転換する。また消費内生化モデルとすることで,雇用効果を「レオンチェフ(生産波及)効果」と「ケインズ(所得・支出)効果」に分離することを可能としている。これらによって,産業別に雇用波及プロセスの異なりが明らかになり,地方自治体の総合戦略の実践や今後の政策立案にとって大いに寄与するものとなる。

Abstract  This paper examines issues pertaining to research methodology that can arise during the planning and execution of studies designed to investigate innovations in language education. In order to address this topic, we draw on the three studies that we carried out in the English Café and the L-café, social spaces for language learning, located on the campus of Okayama University. These studies include an ethnography, a multiple case study, and a narrative inquiry. In this paper we adopt a narrative mode and tell the story of the research process. We begin by describing the research environments − the English Café and the L-café − and outlining the studies. We then examine the evolving theoretical orientation that informed the emergent design of the studies and guided the interpretation of the data. In this section of the paper, we take a close look at how our initial focus on the communities of practice construct led us to adopt an ecological approach that further expanded to encompass aspects of complex dynamic systems theory. In the final section of the paper we reflect on how the expanding theoretical orientation influenced the methodological design of the studies and consider the implications for doing research in innovative language learning environments.

Abstract  This paper is a reflective practice and study of the development of a content-based intermediate English course (over 550 TOEIC score) at a university in Japan. The design of this course utilized scaffolding strategies (Pawan 2008) to provide content and language integrated learning (CLIL) in the classroom. While planning to teach a basic cross-cultural communication (CCC) topics curriculum, a perceived need arose to design a course of study where students can critically engage in analysis from many cultural perspectives. In addition, another requirement of this course was that it must be capable of supporting L1 and L2 students of multiple levels of English ability from native level to intermediate English learners. It was decided to utilize a film studies curriculum allowing students to gain knowledge of this particular skill. With a rich catalogue of films to choose, the scaffolding of learning film analysis techniques leads students on a path of awareness that enables them to compare and contrast differences in film versions of Shakespeare’s Hamlet. The end result was a course that raised student motivation and awareness to explore further outside the classroom thus creating autonomous students learning a language.

Title Alternative The changing role of Poland in the European automotive industry

Abstract  The purpose of this paper is to clarify the role and position of Poland in the European production network, where the automobile industry is undergoing spatial expansion and upgrading. In the analysis of the automobile industry, Central and Eastern Europe is positioned as a periphery of Western Europe, and has many common factors in terms of growth after the transition to a market economy system. On the other hand, there are signifi cant differences in the growth process of the automobile industry in the four Central European countries. In the case of Poland, the continuation of the production system under the socialism economic system, the transformation of the fi nished vehicle production situation due to the change in the relationship with FIAT, and the acquisition of a role as a production base for engines and components in the European region can be seen. In terms of the production network, Poland has been integrated into a wider network in Europe and connected to a multilayered supply-chain as multinational automakers have changed their strategies in Central and Eastern Europe. Poland has also been producing EVs and other next-generation automotive products and receiving investment in them in recent years, which has led to the entry of new companies, signifi cant changes in production networks, and new developments such as state-owned companies leading domestic EV projects. Trade has also been expanding in line with the expansion of production, indicating an export-oriented industrial structure. There has also been a deepening of supply relationships within Central and Eastern Europe, particularly in the area of parts, and it has become clear that there has been a remarkable expansion of exports of fi nished vehicles and parts to Central European countries.

Title Alternative Political, Economic, and Social Changes since the System Transformation Period in Poland: Doctrinal Trends of the Catholic Church and the Rise of Populism

Abstract This paper describes the doctrinal trends of the Catholic Church and the rise of populist politics by analyzing the political, economic, and social changes that have occurred since the system transformation period.
In 1989, Poland became the first socialist country to establish a non-communist government and led the system transformations in Eastern European countries. Politically, Poland has broken the communist dictatorship and introduced political pluralism, economically she has promoted market liberalization, and socially she has achieved democratization and cultural pluralism. However, politicians, while superficially advocating political pluralism, often engaged in a battle of mutual accusations through “lustration,” which refers to policies that limit the participation of former communists, especially informants of the communist secret police, resulting in political chaos. In recent years, under the “Law and Justice” regime, Catholic traditions and conservative national and family values have been honored as values that must be upheld by Poles, while EU skepticism has been propagated, anti-immigrant sentiments have been fanned, and the clampdown on LGBT people has been tightened. Conflicts with the EU have also intensified, including political intervention in the judiciary and the supremacy of domestic law over EU law. Put simply, Law and Justice, while claiming to reintroduce pluralism into a Polish polity dominated by the monolithic technocratic liberalism that was dominant in the early years of the transition, has in fact empowered social groups that felt excluded from the post-1989 reforms to create a more exclusive monism.
Thus, while Poland received international attention as a country that led the way in democratization among the former Eastern European countries, even today pluralism has not taken stable root. In Chapter 1, the political and economic situation and changes of doctrine of the Church during the transition period will be analyzed. In Chapter 2, the political changes during the EU accession period and the church’s search for its position will mentioned. The chapter 3 will analyze the rise of populism after 2015 and its relationship to the Catholic Church.

Title Alternative Poland: Stabilization and Reforms under Extraordinary and Nomal Politics

Abstract In this paper, the author will focus on his role in the government as a Minister of Finance in charge of the fiscal policies and Deputy Prime Minister responsible for the overall coordination of the economic reforms. He dedicates much attention to the first ‘romantic’ period when Poland was the first post-socialist country to launch radical stabilization and reform program. This was done during the period of ‘extraordinary politics’. But the author also covers another period of stabilization and accelerated reforms in Poland (Oct. 1997 ‒ late May 2000). This has happened under completely different political conditions of‘ normal’( but peculiar) politics. In discussing both periods the author tries to deal with the three interwoven topic: 1. The content of policies; 2. The managerial aspects of their launching and implementation; 3. The political economy of stabilization and reforms.
The author starts with a brief description of his intellectual journey which has led him to the belief in the radical reforms as the best option after socialism. The next section deals with the romantic period of Sept. 1989‒Dec. 2001. The author then briefly mentions his activity between 1992 and Oct. 1997, including his activity as the leader of the main free market party in Poland. More attention is dedicated to the next period of stabilization and reform, when the author was again in the government. The author ends with some general observations.
Poland’s experience shows that stabilization and reforms are possible both under extraordinary and normal politics, if certain conditions are met. In the first case, speed is of utmost importance which requires that the plan is prepared before the window of opportunity appears. In the second case, speed and the previous work are important, too.
The greatest achievements of Poland’s transition policies are expressed, in the view of the author, in that Poland’s GDP, 1989‒2013, had more than doubled. This was largely due to the accumulated reforms with respect to the enterprise sector and in the macroeconomic policies (especially monetary) that prevented the emergence of boombust episodes.
