Title Alternative Political, Economic, and Social Changes since the System Transformation Period in Poland: Doctrinal Trends of the Catholic Church and the Rise of Populism

Abstract This paper describes the doctrinal trends of the Catholic Church and the rise of populist politics by analyzing the political, economic, and social changes that have occurred since the system transformation period.
In 1989, Poland became the first socialist country to establish a non-communist government and led the system transformations in Eastern European countries. Politically, Poland has broken the communist dictatorship and introduced political pluralism, economically she has promoted market liberalization, and socially she has achieved democratization and cultural pluralism. However, politicians, while superficially advocating political pluralism, often engaged in a battle of mutual accusations through “lustration,” which refers to policies that limit the participation of former communists, especially informants of the communist secret police, resulting in political chaos. In recent years, under the “Law and Justice” regime, Catholic traditions and conservative national and family values have been honored as values that must be upheld by Poles, while EU skepticism has been propagated, anti-immigrant sentiments have been fanned, and the clampdown on LGBT people has been tightened. Conflicts with the EU have also intensified, including political intervention in the judiciary and the supremacy of domestic law over EU law. Put simply, Law and Justice, while claiming to reintroduce pluralism into a Polish polity dominated by the monolithic technocratic liberalism that was dominant in the early years of the transition, has in fact empowered social groups that felt excluded from the post-1989 reforms to create a more exclusive monism.
Thus, while Poland received international attention as a country that led the way in democratization among the former Eastern European countries, even today pluralism has not taken stable root. In Chapter 1, the political and economic situation and changes of doctrine of the Church during the transition period will be analyzed. In Chapter 2, the political changes during the EU accession period and the church’s search for its position will mentioned. The chapter 3 will analyze the rise of populism after 2015 and its relationship to the Catholic Church.

Title Alternative Poland: Stabilization and Reforms under Extraordinary and Nomal Politics

Abstract In this paper, the author will focus on his role in the government as a Minister of Finance in charge of the fiscal policies and Deputy Prime Minister responsible for the overall coordination of the economic reforms. He dedicates much attention to the first ‘romantic’ period when Poland was the first post-socialist country to launch radical stabilization and reform program. This was done during the period of ‘extraordinary politics’. But the author also covers another period of stabilization and accelerated reforms in Poland (Oct. 1997 ‒ late May 2000). This has happened under completely different political conditions of‘ normal’( but peculiar) politics. In discussing both periods the author tries to deal with the three interwoven topic: 1. The content of policies; 2. The managerial aspects of their launching and implementation; 3. The political economy of stabilization and reforms.
The author starts with a brief description of his intellectual journey which has led him to the belief in the radical reforms as the best option after socialism. The next section deals with the romantic period of Sept. 1989‒Dec. 2001. The author then briefly mentions his activity between 1992 and Oct. 1997, including his activity as the leader of the main free market party in Poland. More attention is dedicated to the next period of stabilization and reform, when the author was again in the government. The author ends with some general observations.
Poland’s experience shows that stabilization and reforms are possible both under extraordinary and normal politics, if certain conditions are met. In the first case, speed is of utmost importance which requires that the plan is prepared before the window of opportunity appears. In the second case, speed and the previous work are important, too.
The greatest achievements of Poland’s transition policies are expressed, in the view of the author, in that Poland’s GDP, 1989‒2013, had more than doubled. This was largely due to the accumulated reforms with respect to the enterprise sector and in the macroeconomic policies (especially monetary) that prevented the emergence of boombust episodes.

Abstract The Oki Islands, located about 60 km off the coast of the Sea of Japan, north of Shimane Prefecture, constitute an administrative division called Oki District. One of the four manned islands, Nakanoshima, which has an area of 33.43 ㎢ and a circumference of 89.1 km, is called Ama Town as a basic municipality, and it is said that about 7,000 people lived around 1950 at its peak time. The number is, however, currently less than 2,300. The population by over 60 reaches 47.73% and the islanders call this situation a "microcosm of Japan." The climate is relatively warm, and it is a semi-agricultural and semi-fishing island. As is often the case, a traditional local food became the detonator of the island revitalization. The recent popular souvenir "Sazae Curry" was once a home-cooked dish for the islanders using turban shells and delivers the exquisiteness particular to the land and nostalgia of a sort. This is, however, memorabilia of the old days when the "Sazae" was a substitute meat for unwealthy fishermen. Today, on the contrary, the island's agriculture, forestry and fisheries has become known to deliver local specialities such as Oki beef of range cattle, farmed rock oysters from the natural coves, and squids that utilize the latest quick-freezing technology, etc. This economic restructuring is not the only achievement that the administrative reform of Ama Town has demonstrated, which also covers local finance and public education. As a business case, this paper provides a clearer picture of the process of the reform that was initiated in 2000s by the former town mayor, Michio Yamauchi.
