Disclosure Policy, and Competition and Cartelization in R&D: Cournot and Bertrand Competition

抄録	This paper considers whether firms have incentives to disclose their R&D information to their rivals in Cournot−quantity setting and Bertrand−price setting models. Furthermore, we compare market performances, e.g. R&D investments, prices and profits, in these models. It is shown that whether they have such incentives depends only on the signs of cross−price effects in demand functions, irrespective of the type of competition, e.g. Cournot or Bertrand competition. When making comparisons of them among four modes, we find that the formation of R&D cartels tends to increase the expenditure of R&D investment and then gains more profits. Alternatively, we point out that quantity−setting firms gain more profits in the presence of R&D cooperation than in the absence of it when products are substitutes in terms of Cournot competition.

抄録	This paper examines the extent to which Japanese and U. S. subsidiaries in Canada are contributing in terms of employment and value−added to the Canadian economy, respectively. As for the U. S. subsidiaries, they contribute much to the Canadian economy and more than 10% of both in employment and GDP in Canada is accounted for by the U. S. subsidiaries and this ratio tends to rise after the settlement of NAFTA which means to strengthen the relationships between two countries. In contrast, Japanese subsidiaries are not contributing to Canada directly not so much as the U. S. counterparts and rather they are only minor players. However, Japanese subsidiaries can play a major role indirectly (for example. technology transfer, management method and workplace discipline) in helping Canadian manufacturing,which has been thought as a weak industry for a long time.

抄録	Hirota and Oka (2003) showed in great detail the process which led to the academic exchange between Okayama University’s Faculty of Economics and the University of Edinburgh’s Faculties of Arts and Social Sciences, and was concerned mainly in the procedure of sending students to the University of Edinburgh. This paper will focus on the procedure and the actual situation concerning the receiving of students from the University of Edinburgh. As the agreement stipulated that up to two exchange students were admitted to each institution per year, Okayama University received 15 students from the University of Edinburgh over a ten−year period. Concerning the student’s ability in acquiring a second language, it could be read as follows ; the students with an upper beginner or intermediate level of Japanese prior to joining the exchange programme, showed great improvement during their stay in Okayama and graduated from the University of Edinburgh, Japanese Studies course or Japanese Studies and Linguistics course with an honours degree. Thus, the programme could be said to have obtained a desirable result in regard not only to student numbers involved in the exchange programme but also to their academic performance. However as it was the first exchange programme that the Faculty of Economics had been engaged in, the teaching staffs involved were troubled by many unexpected problems in relation to the students from Edinburgh. For example, housing and the high cost of rent proved to be a serious problem. As the Faculty of Economics is about to embark upon a new exchange programme with Kangwon National University, the Republic of Korea, we believe that it would be in both the interests of the students and members of staff if we looked back to the exchange programme we had with the University of Edinburgh and attempted to learn from the valuable experiences we had.

抄録	一般にケインズの対極に位置すると考えられているアダム・スミスは，総需要不足と金融不安定性の問題をめぐって，現代の新古典派よりもむしろケインズやケインズ派に近い考え方をしていた。スミスはステュアートのように金融・財政政策を通じた総需要拡大を主張しなかったが，そのことはスミスが総需要の問題を考慮しなかったことを意味するわけではない。スミスは，重商主義政策の撤廃による自由で効率的な資本と労働の配分が，労働需要の増加と賃金の上昇を通じて大衆的消費需要を拡大し，さらに自由貿易政策による貿易の拡大も総需要を拡大すると考えていた。またスミスは，エア銀行の破綻処理の経験を通じて金融市場の不安定性を認識し，金融システムの安定化のためには銀行の自由競争だけでは不十分であって，政府による一定の法的規制と銀行の企業モラルの改革が必要であると考えるようになったのである。

抄録	This paper points out the features of US higher education, especially 4 year university educations after analyzing their bulletins and other materials, and then deliberates the historical and philosophical back ground behind it. Also this paper draws a comparison between USA and Japan in the university education. US universities deal with their students realizing that they are now experiencing the age of the transition from mass to so−called universal higher education. On the other hand, Japanese universities, especially governmental ones, have been content with the tradition from Meiji Era, when elite higher education prevailed and each student was treated as a matured and independent gentleman. In US universities, of course, from the first line of bulletins, it is clearly indicated that students themselves are responsible for each decision. However, they also demonstrate that attending classes regularly is a minimal student responsibility. On the other hand but more importantly US universities are committed and well prepared to support students who appear in danger of falling into, or who do fall into, academic difficulties. The existence of ample academic advisors in the universities is very important. Another feature of US universities is that they are affirmative to honor students with outstanding academic performance. There are plenty of honors and scholarships of various kinds. On the contrary, Japanese universities are not very enthusiastic to honor their students and their scholarship systems are generally poor. In conclusion, entering into the age of mega−competition among universities and of transition from mass to universal higher education, Japanese universities have to transform themselves to cope with and to survive these changes, learning many excellences from US higher education system.

抄録	In February 1991, the Faculty of Economics, Okayama University entered into an agreement with the Faculties of Arts and Social Sciences, the University of Edinburgh, to promote student exchange and academic co−operation. In this paper, we mainly focus on the procedure for sending students on this exchange programme. As it was the first exchange programme that the Faculty of Economics was engaged in, the teaching staff involved had to face problems one after another until the programme got off the ground. The insufficient English language proficiency of the students was always one of the majour concerns. However, spending one academic year abroad broadened students’ outlook remarkably and almost all of them came back to Okayama satisfied with their experiences in Edinburgh. Until 2000 when a faculty−to−faculty agreement promoted to a university−to−university one, as many as 23 students of the Faculty of Economics had been sent to Edinburgh. The programme can be said to have achieved satisfactory results to some extent. So it is worth while examining this experience gained during the past ten years in 1990’s in order to use it for enhancing internationalisation at the Faculty of Economics for the future.

A Study on Inside Transactions of the Firm

抄録	It’s time to think over the appropriateness for the present and the prospects of economics. That work should be full of sufferings. In this paper I’ll focus the coordinating power among the sections inside the firm. There are the two kinds of behavior between workers and employers, cooperative and hostile. These behaviors are implemented under the pressure of situations I called rivalry. They are utilized for deciding the level of transaction cost. The cost decides also the internal price and the section’s advantage issuing from its own suitable negotiation, basing on the size of R & D. The activity process of decision-making of an organization is indispensable for the analysis and the boundary of the various internal organization. The internal economic analysis covers the important theory and the empirical knowledge of some hierarchical relations between members inside the firm, that is, employer as a principal and worker as an agent. 'Inside Transactions of the Firm' looks like to be so attractive. The last section-the coordinating mechanism and rivalry-includes the great ideas. People try to do the best for themselves, when things turn out badly for the all.
