Abstract This paper uses the latest statistics of the National Bureau of Statistics to analyze the characteristics of China's population aging. On this basis, the paper introduces the operation status of long-term Care insurance system in Qingdao, Shandong and Nantong, Jiangsu. As an important barrier to the aging population, the long-term care insurance system has the advantages of using the market-oriented principle to reform the elderly care service market and realize the social distribution of the elderly’s maintenance responsibility. However, China’s long-term care insurance system, which is in the trial operation process, still has some drawbacks, we will be focusing on how to get rid of these shortcomings of the system as core issues of the reform.

Abstract The positioning of White Russians in Manchukuo society is an important topic, especially taking into account that they were announced as“ citizens” of a New State. This article examines the actual economic and social condition of White Russians comparing to other ethnic groups in Manchukuo society, especially to Japanese and Manchurians/Chinese. The author will present the differences between the public propaganda for White Russians and the reality which they had experienced in Manchukuo. It is hoped that this article will show what kind of“ Racial Harmony (minzoku kyowa)” and“ Harmony of the Five Races( gozoku kyowa)” society were created in the New State in case of minority group such as White Russians.

Abstract This article shows the relation between urban development and local democracy in France by analyzing Metropole City and the Development Council. Metropole City supports its innovation industry through contracts with the State-Metropole City, French Tech, and university investment in different stakeholders such as economic groups and universities. This article puts forward the following questions. First, what kinds of networks does Metropole City create to win global city competitions? Second, how does the Development Council function after the MAPTAM law of 2014 and the NOTRe law of 2015? To answer these questions, this article uses Strasbourg Eurométropole as an example.

Title Alternative The Forest Environment and the Production of the Forest Products in Modern Okayama Prefecture Research focusing on Lumber and Wood Charcoal

Abstract In order to reveal the environmental history of the forest in Okayama Prefecture in the modern period, this paper analyzes the production situation of the forest products in the scenery of the change of the forest environment. As a result, the following items were found out.  After the Meiji period, Okayama Prefecture, which had been in middle or low-ranking as a position among the whole country as a place of production for lumber and wood charcoal, had produced forest products stably for a long term. The amounts of production of the forest products had gently increased after World War I in the background of the industrialization and urbanization until the early days of the Showa period. However, the situation had greatly changed when it entered World War II period, and the amount of production had increased remarkably up to the end of the war.  In Okayama of the Meiji period, erosion control works was prosperous so as to be located thirdly on a budget in the whole country. Therefore, there was the problem of“ Hageyama”, the bald mountain in Japanese, from early modern period. A remarkable increase in production of lumber and wood charcoal is confirmed for the wartime period around 1930, and this is thought to have pushed forward more forest dilapidation by statistics data. It was limited during the period of 10 ⊖ 20 years that excessive production was carried out. Since the forest conservation project was to increase the effect, now that 70 years after the war has passed, the forest is looking at a sufficiently recovered.  However, it is in condition that the forest was left untreated and is hard to say that the function of the public benefit that the forest has been shown continuously now. Based on the actual situation in the times while the production activities of forest products were carried out actively, drawing the future vision of forest will be necessary.

Title Alternative Empirical Analysis of Patent Litigation: A Comparison Study between Japan and China

Abstract  In this paper, we gathered the data from public sources for analyzing the outcomes of 531 cases and 785 cases decided respectively by Japanese and Chinese courts at the first trial of patent litigations between 2004 and 2016. Using these data, we implemented a comparison analysis on recent patent litigations between Japan and China. Moreover, combining with information from Patstat, a patent database, for the patents infringed, we did an empirical analysis on determinants of trail win rate and rewards in patent litigations both for Japan and China.  Our estimated results suggest that China has the determinants on rates of success and appeal which very similar to those in Japanese patent suits. On the other hand, however, for infringement awards, those that influence the outcome of the courts are quite different between the two countries.

Title Alternative An Analysis of Inquiries to the International Students Advisory Office at Okayama University from Organizations/Individuals Outside the University

Abstract   In this paper, the authors examine the reasons why outsiders such as the staff of public and private sector organizations as well as individuals made contact with the International Students Advisory Office( ISAO) at Okayama University during the period from November 1999 to March 201₇. At ISAO 80% of the visitors are the students, staff and faculty of Okayama University, and the rest, 20%, are non-university people. Because of its name, people assume that ISAO visitors are only university-related people. However, advising and supporting international students cannot be done only on-campus, but also requires support and help from people outside of the university. The purpose of this paper is to focus on this 20% of ISAO visitors and to analyze the reasons for and frequencies of their inquiries.  A total number of ₆,808 queries were made from outside the campus during the 1₇ year and ₅ month period under study. ₇8% of these were from Japanese and 22% were from foreigners. ₇₆% were residents of Okayama Prefecture.  As for their affiliation, ₃9% were individuals; 20%, the staff of educational institutions; 18%, NPO’s and other private groups; 1₇%, government officials; ₆%, company workers and managers. As for the reasons for contacting the office, the majority, ₅1%, were related to exchange/support; while 2₇%, daily life-related matters; 8%, information exchange with other students advisors; ₆%, study-related matters; and ₅%, university admission related.  In the discussion, the authors examine the inquiries by other universities, foreign governments and mass media, and analyze their meaning and characteristics. The authors also point out the typical problems pertaining to“ cultural exchanges” with schools. Finally, they look at issues related to the alumni and alumna who return as continuous users of ISAO.

Abstract There are many limitations and difficulties in terms of expanding agricultural lands. Also, some other factors affect the agricultural lands that result in decreases such as climate change, erosion and misuse of the lands. It is clear that these developments in agricultural land use threaten the future of human welfare, social conditions, economic growth and food supply. In this study, we examined the land use and its significance that represent past agriculture and regional characteristics in the Chugoku region including Okayama prefecture and the Seto Inland Sea. Specifically, among the products called as industrial crops, such as cotton, pyrethrum, rush, tobacco, rapeseed, mulberry and tea, were adopted as the indicators. Currently, these landscapes can hardly be seen, only leaves of tobacco and tea can still be seen in mountainous areas. Even in agricultural land usewhich has almost disappeared now, it may have indirect influence as in the case of reclaimed land and rush products. Therefore, we reaffirmed in this study the reasons for their existence and their significance.

Abstract The contribution of cereals to economies is undoubtedly very important and has many dimensions in terms of use of cultivated areas, agricultural production, nutrition, domestic and foreign trade and national income. In this study, we examined the characteristics of agricultural production in Okayama prefecture from the viewpoint of grain, beans and potatoes excluding rice, wheat and barley in the long term. These are undoubtedly supposed to have a certain role in complementing the function as the staple food of rice and wheat, etc.Also, according to our literature investigations, researchers have not focused on this context for Okayama Prefecture by not spending enough attention in the past. Therefore, we focus on these subjects in this paper by examining a historical significance. It is observed that some planting area and yield of crops have drastically reduced in Okayama prefecture.

Abstract The current ratio of dependence on food in Japan has remarkably grown and the significance of food self-sufficiency by concurrent agriculture may decline, while importantly conserving the natural environment, appropriate management of farmland. Okayama prefecture has an agricultural trend over more than 100 years of rice, barley and wheat cropping area with the rise and fall of its agricultural land use from the prior to the Industrial Revolution in Japan. Although rice reduction policy in Japan is scheduled to end in 2017, Japan is strongly subject to rice compared to other grains. In order to understand the role and scope of the agricultural sector in Okayama pref., it is necessary to review the changes in the related agricultural products for the long term. In Okayama pref., the cultivation and processing of some industrial crops including sericulture sector were thriving in the past, but, commercial agriculture was not well developed and the meaning of the production of cereals was greater than current production. Considering the part of agricultural characteristics by examining the cultivation of crops over the long term, planting area survey by variety confirmed that the greatest feature of rice cultivation in Okayama pref. is the diversity of varieties. In addition to various rice varieties, agriculture in Okayama pref. has a high sustainability, resistance and flexibility against changes on climate, policies and land use.
