| Abstract | We can find many books and articles discussing about public investments or fiscal policy, especially at a time when there are recessions as the Japanese Economy in 1990's. But it seems to be that there have been fewer studies about how the scale of public investments were determined or what was the determinants of them. This paper is devoted to investigating the elements which have determined investments of public sectors, supposing an simple but important assumption; civil servants try to maximize their own utilities which usually are surpluses after required expenditures are paid. Subject to this assumption an investment model of public corporations is made and compared with Model maximizing social welfare. Finally, some interpretations and problems of this analysis are presented. |

| Abstract | The new public mangement (NPM) has now been in fashion in many developed countries. The change from cash accounting to accrual accounting is considered an important tool in NPM. The New Zealand Government and the executive agencies in the UK transfered to accrual based budgeting and accounting, while the member countries of EU and the US Government control the expenditures in cash based. This paper aims to explain why the different approaches are adopted in public sector reforms in terms of comparative institutional analysis. Firstly, a multiprincipal and agent model, which expands the contingency model in accounting reforms into the arena of management reforms, is presented. By using the model, the reforms in the Japanese local governments are examined and their possible reforming scenarios are indicated; the reforms have the possibility of improving accountability and efficiency when NPM would be integrated with Planning, Programming and Budgeting System. |

| Abstract | The basic structure and functions of the so-called "mimicking" regime of macroeconomic policy-making are investigated here by using a simple one-instrument (money supply)-and-two-targets (inflation and employment) policy model composed of aggregate Lucas-type supply and ordinary demand functions in such a framework of 2-period sequential equilibrium analysis as Persson and Tabellini used, with a seemingly minor but consequently important change in one of the assumptions Persson and Tabellini posited. The assumption is the one concerned with the tough-type government's trade-off between the two targets, and the change is shown to result in a more economically interpretable criterion by which the weak-type can choose between pooling equilibrium with mimicking and separating one without it. |

| Abstract | In this paper the optimality of the Stein type confidence interval of the disturbance variance among the class of pre-test confidence interval after the pre-test for a linear hypothesis on coefficients is considered. The Stein type confidence interval is a member in the class with a critical value, say c. It is known that the Stein type confidence interval is the best in the subclass which consists of the pre-test confidence intervals with a smaller critical value than c. It is shown that an extension of the optimality to a larger class is not possible. |

| Abstract | The paper considers the problem of whether in a strategic two-stage game duopolistic firms make an overinvestment or underinvestment in R & D when there are their spillovers. We deal with two cases of Cournot quantity and Bertrand price competitions. It is shown that in Cournot (Bertrand) competition each firm has an incentive to use a larger (less) or less (larger) investment than the one required to minimize the costs of investment according as its rival's spillover rate is relatively small or large. |

| Abstract | There is a saying that 'look before you leap'. Though many economists look to be acquainted with the commonly accepted vision ofSchumpeter, I am wondering if it isn't time now to think over the appropriateness. His view about a certain mixed structure with monopoly and competition is the typical subject. In this paper I'll focus his logic of the competitive power I've seen in his several works. The main points are as follows. His competitive power vision is well understood by utilizing a certain meaning of 'rivalry' I call it. The reason is simply that this kind of power is agreeable to producing innovative activities. As some conclusions I will assert that Schumpeter's competitive power is filled with lots of splendid ideas for the modern economic theory. His prominent point, so to speak, consists in the balance between the innovative activities and the possible equilibrium in rivalry. |
