Abstract The greatest contribution in "Die Nationaltaetenfrage und die Sozialdemokratie" by Otto Bauer" is the explanation of generation and development of nation including "waking of peoples without history". The contents which should be called the renovation (or reconstruction) of the historical materialism by Bauer are developed. The logic of development of nation is making the nation essence theory in a wide sense with the nation essence theory in a narrow sense (= "definition of nation"). The conventional researches took only "definition of nation" without referece to others ,and abandande themselves to inquiry of definitions. Such attitudes should be reconsiderd. Although Bauer included the logic of national development in historical materialism,he did not necessarily succeed in adjusting it to the Marxian historical materialism centering on class struggle. Since the logic of class struggle was restraining the logic of national development from the outside in Bauer's explantaion, he could not solve an actural complicated tangle of class and nation. There is a problem in connection with the limit of Marxism which understands history centering on class struggle. By taking out the logic of national development, Bauer could show the limit of Marxism clearlier than anyone. In spite of including personal national autonomy policy which Karl Renner proposed, Bauer's national policy is ecletic and also includes the territorial national autonomy policy of "Brünner Programm". In grounding the personal national autonomy policy Bauer also followed Renner, and his originality is not found. Bauer's ecletic position corresponds to the disregard to Renner's view of law and state. Such theoretical background of Bauer has relevance to his prompt abandonce of personal national autonomy policy during the World War. We cannot ask for theoretical grounding of a personal national autonomy policy in Bauer. It will be necessary to reconsider Austrian national theory in a broader perspective.

Abstract EU の共同体イニシアティブの１つであるInterreg プログラムの主な目的は，EU 内の国境を挟む地域間の市民レベルでの協力関係を発展させ，国境を越えた地域間統合を進めることであるが，Interregには国境を接するEU 内地域とEU 外地域との間の協力関係を促進するという目的も含まれている。本稿の対象はこの後者のケースに属すフランスとスイスの国境地域におけるInterreg プログラムである。スイス・フランス間のInterreg に関しては，バーゼル国境地域あるいはオーバーライン地方というフランス，ドイツ，スイスの３カ国が接する地域に関する伊東（２００３）と八木・若森（２００６）の研究が存在するが，本稿の対象とする地域に関する研究は存在しない。よって，本稿では，主にInterreg　II の『事後評価報告書』（LRDP，２００３a，２００３b）とInterreg IIIA の『中間評価』（Evaluanda，２００３）に依拠して，フランス・スイス間の越境地域間協力の実態を示すことにしたい。なお，本稿が対象とするケースはInterreg プログラムのうち，国境を挟む地域間の協力事業プログラムであり，これは 歴史的に１９９０～１９９３年のInterreg I，１９９４～１９９９年のInterreg IIA および２０００～２００６年のInterreg IIIA へと発展してきている。本稿の対象となる地域のInterreg プログラムは，オーバーライン地方と同様に，EU 内のフランスとEU 外のスイスとの間の越境地域間協力事業である。対象となる地域は，フランス側ではリヨン（Lyon）を中心都市にもつローヌ・アルプ（Rhône−Alps）地域（レジョン）の東北部と，ブザンソン（Besançon）を中心都市とするフロンシュ・コンテ（Franche−Comté）地域の東部であり，スイス側ではバーゼル（Basel）とジュネーヴ（Genève）を結ぶスイス西部のフランス語地域である。よっ て，この両地域には言語の障害は存在しない。また歴史的には，ジュネーヴはローヌ・アルプ・レジョンのオート・サヴォワ（Haute−Savoie）県との結びつきが強く，ジュネーヴとアンヌマス（Annemasse）は国境を挟んだ大都市圏を発展させている。さらに労働市場を見れば，両地域の経済状態を反映していると言えるが，フランス側からスイス側への越境通勤者が多く（約４万人），経済的結びつきも深いように見える。実際，ピット（２００３）はフランスのトランスボーダー地域の分類において，ジュネーヴ地域をリール地域と並ぶ「国境を越えた隣接地域間に密接な結びつきをもつ地域」に分類していた。ただし，Interreg II の『事後評価報告書』（LRDP，２００３a）によれば，フランス・スイス国境地帯の孤立状態は中程度であるとされており，孤立状態の最も低いオーバーライン地方やフランス・ベルギー国境地帯ほどの緊密な結びつきはない。しかも，フランス・スイス国境地帯 は北部と南部では地理的・歴史的特性が異なり，ジュネーヴを中心としたレマン地域では地域連携が比較的緊密であるのに対して，北部のジュラ山脈という自然の障害をもつジュラ地域ではレマン地域ほど結びつきは強くない。このような地域的特性を反映して，Interreg IIA プログラムでは，ジュ ラ・プログラムとローヌ・アルプ・プログラムが別々に実施されてきた。よって以下では，Interreg対象地域の地域的特性を説明（第２節）した後に，まずはInterreg IIA のジュラ・プログラムとローヌ・アルプ・プログラムを概観して問題点を示す（第３節）。次いで，両プログラムをサブプログラムに包摂したInterreg IIIA フランス・スイス・プログラムのガバナンス上の特徴と問題点を示すことにする（第４節）。

Abstract This paper aims to study the relation between financial reconstruction of local governments and　decentralization, in connection with recent broader−based administration. Yubari City, Hokkaido failed finance　since last year, and shifted to the financial reconstruction since April, 2007 as is well known. A serious crisis of　the local finance was made ahead, and six local groups proposed the fiscal reform including the reform of　intergovernmental　relations..　At the age of Heisei in Japan, the　amalgamation policy of the municipality was advanced　aiming at the　efficiency improvement of the local finance. In addition the regional system as the broader−based local government (Do−shu−sei) begins to be discussed.　We are going to examine whether the amalgamation of　municipalities and the regional system scheduled in　the future can promote the decentralization process of the　local administration and finance. I describe in this　thesis that a careful examination such as the　broader−based local governments between prefectures will be necessary for the promotion of regional system.

Abstract 本研究は、生徒に公共性を個人の判断や意思決定を上から制限するものと捉えさせるのではなく、国民自身が作り出し下から権力に対して突きつける社会の原則として捉えなおさせる社会科公民の授業開発を目指したものである。公共性を問い直すにあたっては、日本国憲法に規定されている公共の福祉を取り上げ、公共の福祉の解釈の検討をさせ、それを基本的人権を行使するうえでの心得ではなく、基本的人権を制限するための普遍的原則と捉えなおさせる展開を構想した。公共性を考えるための具体的な社会的事情としては、ハンセン病問題を取り上げた。ハンセン病問題は、日本社会に長く根付いていた差別意識の問題と考えられているが、戦後に関していえば、その差別を維持・助長し続けたのは、公共の福祉を理由に隔離政策を推進したらしい予防法の存在である。開発した小単元は、らい予防法は廃止された理由を考えさせることによって、生徒に公共の福祉について再考させるものとなっている。

Abstract 今日の環境を通しての教育において、保育全体を構造化しようとする保育構造論は、保育全体の中で今の実践がどう位置づくのかを理解する上で活かされると考えられる。この観点に立って保育構造論を構築しようとするとき、例外があることや作り直すものであることを前提にし、保育者の受けとめ方も考慮する必要がある。これらの点を踏まえた上で、保育実践構造論と保育内容構造論とに場合分けして活かし方について考察した上で、それぞれの構築を進めていく必要があろう。特に、保育内容構造論については、カリキュラム等と共に、基本的な考え方として頭に入れておけば、保育者が豊かな指導をより確実に実現できるものを構築する必要がある。また、それを活用する保育者も、保育に関する知識と共に、人間として望ましい文化とか人の育ちの過程とかに関する知識を積み重ねていく必要があろう。
