| Abstract | My study on abbreviations with numerals consists of three parts. This is the second part of it. Many abbreviations with numerals have been used as political slogans by the Chinese Communist Party. I try to clarify, by analyzing those abbreviations, the phases of Chinese society tdoay. I classified abbreviations with numerals in terms of the themes such as the Party's basic policy, state enterprises, agriculture, etc. In the previous part of my study, I introduced those abbreviations which reflect ① the Party's basic strategy on its "open policy" and ② essential policies on state enterprises by the Party. In this second part of my study, I deal with those which belong to ① reforms by state enterprises and by local governments, ② fundamental policies on agriculture and farming areas by the Party, and ③ reforms of farming villages by local governments. In this study it is revealed that a greater part of abbreviations have something to do with either state enterprises or agriculture. This shows they are the two biggest problems that today's China faces. |

| Abstract | In this study, I will clarifY the phases of Chinese society today through abbreviations with numerals which have been created recently. Many abbreviations with numerals have been used as political slogans by the Chinese Communist Party. The abbreviation, "yi-guo liang-zhi", for example, was created in the middle of 1980's, and it has been used very widely not only in China but also in the other part of the world. It is an abbreviation of "yi-ge guojia liang-zhong zhidu" which means "one country, two systems". Beijing has been using it to express its policy towards Taiwan and Hong Kong. The wide acceptance and acknowledgement ofthe abbreviation by the Chinese people has brought about several parodies such as "yi-jia liangzhi" (one family, two systems), "yi-jia liang--qi" (one family, two wives) and "yi-ehang liang-zhi" (one factory, two systems). These parodies reflect some phases ofthe Chinese society very vividly. I picked up nearly 400 abbreviations with numerals from a bimonthly magazine BANYUETAN in the latter half of 1996 and in 1997. I have selected those which reflect the social phanomena in 1990's, and which are not reported in Nasu [1991). I tried to classify the selected ones in terms of the themes such as the Party's basic policy, state enterprises, agriculture, etc. |

| Title Alternative | The Chinese Society under Jiang Zemin's Regime Observed through Popular Jingles |
| FullText URL | oer_031_4_177_205.pdf |
| Author | Oka, Masumi| |
| Abstract | In my previous works, I tried to analyze the various phases of the Chinese society through six hundred popular jingles or "minyao" under the regime of Deng Xiaoping, and also made it clear that the unprecedented boom of popular jingles was caused by the expansion of social contradictions and partial acquiescence of jingles critical of the regime. In this study, I refer to when and how often special articles on popular jingles appeared in the monthly magazines of Hong-Kong, and try to clarify the interrelation between the special articles and the changes in China's open policies. Then, I selected about thirty popular jingles which are interesting and impressive. They show some of the typical social phenomena in the latter half of 1990's. They indicate that the corruption among high government officials is prevailing and that the sexual morality of the whole society is also on the brink of a crisis. |

| Abstract | Industrial policy has important effects on budget constraints of producer and consumer by changing relative prices among industrial sectors as well as regulation. I discussed some of the effects of budget constraint problems using policy decision line on my another paper. Experiences in some countries including Japan and U. S. tell us that some important industries particularly including semi-conductor industry have typical and interesting industrial problems and characters. In this paper I dare to study a few of theoretical explorations and some socio-economic facets. I use my several ideas and microeconomic tools necessary for analysis of industrial policy and regulation. Particularly I'd like to pay attention to two problems. They are information problem and interface problem. I called them so. The problems affect an innovational technology and a barrier of entry for enterprises and industries concerned. Also I'm going to discuss some industrial meanings using my new word "rivalry". This is a fatal word surpassing the classical and well-known one "competition". |

| Title Alternative | The Development of the Middle-Scale Landlord Management in Modern Japan - A Case Study ofTakato Family in Okayama Prefecture - |
| FullText URL | oer_031_4_027_056.pdf |
| Author | Morimoto, Tatsuaki| |
| Abstract | In this paper, the author attempts to clarify the development of middle-scale landlords in modern Japan, taking the Takato family as a case study. The Takato's accumulation ofland proceeded from the 1880s to 1890s and they were in possession of 20 cho in the 1890s. The main_ sources of Takato's income were farm rents, and interest loans on the security of Somen Noodles. In the 1890s, new industries developed in Japan. Takato had invested their surplus funds in stocks and gained dividends. Ikuzo Takato established Kamogata-Warehouse Bank with some middle-scale landlords in July 2, 1896 and had selected head of this bank. Then he borrowed money from the bank to invest in stocks. By the effective management, his profits increased. So, the investment in stocks soon exceeded the investment in land. Therefore, the income from dividends increased gradually in the early 1900s. Takato was elected as a member of the prefectural assembly from 1899 to 1911, and took the chair from 1907 to 1909. Further, he was a member of the House of Representatives from 1917 to 1920. During this period he had been to Korea as part of an inspection party. As a result of this experience, upon his return to Okayama, he and the other member formed a group to purchase land in Korea. Takato had continued to purchase land in Malaya and New York. The Takato family succeeded in accumulating property through such diversified management. Other middle-scale landlords failed in their business, and disposed of their land. It can be summarized as follows: many middle-scale landlords attempted to make different styles of diversified management of land, stocks, bank and other enterprises during the time of the Japanese Industrial Revolution. Consequently, some succeeded whereas others failed. |

| Title Alternative | The Chinese Society Observed through Abbreviations with Numerals - from BANYUETAN in 1999 - |
| FullText URL | oer_031_3_173_194.pdf |
| Author | Oka, Masumi| |
| Abstract | Abbreviations involving numerals occupy only 10 to 20% of all abbreviated words. This is why no preceding studies focused on abbreviations with numerals have been made. A series of studies by Oka, Oka [1998a, 1998b, 1999a, 1999b, 1999c, 1999d], already revealed their features. In this study, I will clarify, through abbreviations with numerals, the phase of Chinese society in 1999. When President Lee Teng-hui expressed his opinion on China in his book published in May, 1999 that China should be divided into seven states, Beijing got angry and started to attack his "qi kuai lun" or "sevenstate theory". In July President Lee also made public his provocative theory that the relationships between Taiwan and Mainland are "state-to-state". This again invited rage among the leaders of China, because they believe that. Taiwan is indivisible part of China's territory. Beijing severely criticizes Lee's idea as "liang guo lun" or a "two-state theory". A newly created abbreviation, "san bian" (three at the same time) for example, shows us that corner-cutting and sloppy construction is prevailing all over the country. An increasing number of lay-off workers from state enterprises became a great social problem, and many retraining service centers have been opened, and they offer "yi san yi" (one-three-one) services to help jobless people get employed with new skills. |

| Title Alternative | The Japanese Companies' Problems in Global Competitions |
| FullText URL | oer_031_3_087_112.pdf |
| Author | Tomae, Hisao| |
| Abstract | Japanese companies that practice the Japanese style management have pursued scale merit profits by mass production of stand-alone goods and had stronger competitiveness than US companies in '80 s. US companies, especially, cannot follow the overlapping development practicing which the Japanese companies have started. In '90 s, however, US companies have begun the overlapping development practicing by using telecommunication and information technology, and furthermore they do it interorganizationally among firms. As the results, US firms have stronger competitiveness than Japanese firms in the high-tech fields of system goods industries. Japanese companies have to be divided into two groups. One is stand-alone goods industries in which they operate mass production as before. Another is system goods industries in which they must unlearn the past success experiences and have to promote new innovation system. At the same time, they need to change the strategy in global business in the case that they belong to system goods industries. In Global Industries, Bartlett and Ghoshal insist on the 'transnational solution', but it should be noted that their theory is based on the study of stand-alone goods industries. We believe that the virtual corporation has more competitiveness than the transnational organization in system goods industries. |

| Abstract | The new public management (NPM) has spread around the world. Agencification, which is a separation of government into policy and execution functions, is not exceptional. While the process of organisation change differs among countries and services, many studies for innovation in the public sector have considered the transition collectively, i. e. a change from traditional administration to public management. This paper develops a new interactive staging model for organisational transition. The model divides the public services into four types in terms of interdependency and measurement objectivity of the composed activities, and also it considers interactions between internal and external actors of the organisation in the initiation, design and implementation stages. The new model is applied to agencification of the national museums in Japan, which is the transformation of cultural organisations providing a service composed of multiple activities. |

| Title Alternative | An Evaluation for Tenant Benefits in Public Housing: A Case of Okayama City |
| FullText URL | oer_031_3_035_064.pdf |
| Author | Nakamura, Ryohei| Morita, Manabu| |
| Abstract | In this paper we estimate the tenant benefits in public rental housing supplied by local government on the basis of the data for private housing as well as public housing. In the estimation we specify a Cobb-Douglas utility function defined by housing attributes and other goods, and present a new estimation form of Hicks equivalent variation taking into account implicit marginal prices of public housing. Our work recognizes that the unit cost of housing is different between private and public housings, which is not identified by previous studies. The proposed procedure in this paper requires the estimation of implicit marginal prices of public housing attributes and private housing attributes. We further analyze the relationship between benefits of public housing and subsidy for rent, defined as the difference between the market value of public housing and rent of public housing, and examine the distribution ofthe benefits by household characteristics. This study finds that the calculated benefits from the public housing were 10.0 percent of monthly income, and evidence that benefits are related to income. Our results provide the effectiveness of public rental housing for the lower income households. |

| Abstract | In this study, I will clarify, through abbreviations with numerals, the phases of Chinese society in 1998. Abbreviations involving numerals occupy only 10 to 20% of the whole abbreviated words. This is why no preceding studies focused on abbreviations with numerals have been made by other researchers. A series of studies by aka, Oka[1998a, 1998b, 1999a, 1999b], revealed their features and classified them into four groups. Newly created abbreviations with numerals reflect the political, economic and social circumstances of China today because most of them are used as political slogans, and because the rest are used to express typical social phenomena. Jiang Zemin succeeded in securing President Clington's promise on Taiwan problem during the president's visit to China in June 1998. His promise was abbreviated to "san-bu" (three no's). The reform of food dirtribution system faces some difficult problems. One ofthem takes place at the lowest level of official food purchase centers. Hunan Province orders those centers to put up four kinds of notices in order to avoid farmers' uneasiness. This is "si ban shang qiang" (four notices posted on the wall). Still, each center is required to offer "wu liang" (five for cooling) services for farmers who visit there to sell agricultural products in the hot weather. When an abbreviation is widely accepted among people, similar expressions will be derived from it before long. Wide spread of "san pei" (three erotic services) created "xin san pei" (three new services) which means three kinds of excessive hospitalities for senior officers by their juniors. "Wu pei" (five services) has also been made. |

| Title Alternative | Estate Management and Administration of the Family Estate in the Victorian Prosperous Period; the Case of the 7th Duke of Devonshire |
| FullText URL | oer_032_4_031_064.pdf |
| Author | Achira, Takao| |
| Abstract | The Duke of Devonshire was a traditional landed aristocrat, who owned, according to the 'New Doomsday Book' of 1873, the seventh largest land, out of which he gained the second largest gross rental in the English landed aristocracy. He formed its central core. William Cavendish (1808-1884), who inherited the Dukedom in 1858, has been taken as a classic Mid-Victorian improving landlord. His entrepreneurship mainly covered the industrialisation and urbanisation of Barrow-in-Furness. In 1846 he constructed the Furness Railway as a means of developing his own iron mines, in the 1860's created the Barrow Haematite Steel Co. Ltd. and in the early 1870's a group of firms, which were related to the export of the steel rail. The firms respectively worked as elements which composed the productive forces for the use of landnature, and as a whole they created a regional structure of productive forces for the use of natural resources. The Cavendishes completely grasped these firms, at first as 'a proprietary railway', next as a 'Furness Railway-Cavendish organism', and lastly as the 'Furness Railway's Industrial Empire'. It was made possible owing to the prosperity of England as World Factory that the landowner transformed his own wealth into the capital on a large scale, led by the interest of his estate management. This was the process of forming a 'Capital-Landownership Complex' proper to Modern England, in which on one hand the landowner partly came to base on the capital, and on the other hand English Capitalism mobilized the wealth ofthe landowner to the capital. The aim of this paper is to study the Duke of Devonshire's finance which supported the aggressive estate management. It brings light on the followings; 1. the 6th Duke's Finance in the 1850's, through the close study of the Chief Agent's General Statements of Income and Expenditure, 2. the state of the Duke Family's finance on the 7th Duke's succession to the Dukedom, through the careful examination of his the letters and diary, 3. his estate management and its finance between 1858 and 1884, through the analysis ofthe summary statement. |

| Abstract | This study explored an assimilation effect in judging the grammaticality of sentences violating the subjacency condition. The target sentences included either a noun phrase (NP-extracted) or an adverbial phrase (AP-extracted), each extracted from a subordinate clause and placed in front of the sentences. Anchor sentences had a surface structure similar to the AP-extracted targets such that a preposed adverbial phrase could be associated both with the subordinate and the matrix verb. Twenty-eight speakers classified as field-dependent judged the two types oftarget sentences given together with anchors or no anchors. The assimilation as well as the contrast effect was found, albeit to a slight degree. The level of judged grammaticality of the anchors rather than surface structure similarity appeared to be more influential in producing the anchoring effects in the judgments of the grammaticality of sentences. |
