| Abstract | 少子高齢化の進展のみならず，疾病構造の変化，急速な医療技術や医学知識の発展など，医療分野を取り巻く環境条件の大きな変化によって，医療資源の配分は様々な影響を受ける。一般に，市場機構ではなく制度・規制を通じた非市場的な資源配分の仕組みが実施される領域では，環境条件の変化に対する対応が制度・規制の調整（つまり制度改革や規制の変更等）を通じて行われる。この調整が適切に実施されない場合，資源配分上および所得分配上の問題が深刻化することになる。医療分野のように環境条件の大きな変化のもとで，現行の医療制度を通じた資源配分は効率性のみならず，医療支出や負担の格差という所得分配上の問題も発生させることになった（Tokita, et al. （１９９７），知野（２００５）（２００６））。しかし，２００６年６月には制度改革を目的とする医療制度関連法案が成立した。と くに本稿との関係では新たな高齢者医療制度が２００８年に創設されることになる。現在，同法案の目的に沿って具体的な施策が検討・実施されつつある）。 本稿では新たな高齢者医療制度の導入に先だって，現行老人保健制度のもとにおける老人医療の格差問題とその課題について都道府県別の医療費データを中心に明らかにすることが目的である。それは次の３つの具体的な目的に関係する。第一に，本稿が対象とする都道府県レベルの分析について言えば，今後の改革では，都道府県が新たな高齢者医療費制度，医療費適正化政策，保険者機能などという点において重要な役割を担うことから注２），都道府県単位の研究成果が一層の重要性を有するようになるということである。第二に，今までの我々の一連の研究（知野（１９９８）（２００３）（２００５），Tokita, Chino, and Kitaki（１９９９），知野・杉野（２００４））に関連したことであるが，本稿では介護保険制度が導入された２０００年以降のデータを追加することによって，高齢者医療費の変動と格差に関する特徴と課題をあらためて検討するという目的がある。最後に，近年では医薬分業の進展が著しく，これを考慮したとき，高齢者の入院外診療に係る費用の都道府県レベルにおける変動と格差がどのような特徴と問題を有しているのかを検討することである。 論文の構成は次の通りである。１節では老人保健制度下における老人医療の負担の仕組みを説明した後，「老人医療費」の内容およびその費用の時系列的な推移を検討する。２節では「老人医療費」のうち診療費に限定して，高齢者の入院診療費と入院外診療費を取り扱う。それらの診療費について 都道府県レベルの変動と格差に関するデータの時系列分析を行ってその特徴と問題を明らかにする。３節では医薬分業の進展について検討し，高齢者の院外処方の薬剤費が都道府県レベルでどのような変動と格差が存在するのかを吟味する。４節では医薬分業を考慮して高齢者の入院外診療費に，その 院外薬剤費を加えた費用を検討する。この合計費用が都道府県レベルでどのような変動と格差が存在するのかを吟味する。 |

| Title Alternative | Reforms of Policy−based Financial Institutions Directed at Small and Medium Sized Enterprises in Japan |

| Abstract | In Japan today, public financial system or policy−based financial institutions are under drastic reforms. For a better implementation of the reforms, this paper proposes new rules in which state owned institutions can complement the roles of private financial institutions for small and medium sized enterprises. In the rules, and in view of the actual situation in Japanese financial system, direct loans of policy−based financial institutions ought not to be abolished. Instead, they should be limited to such cases as private institutions can’t judge future result of their lending due to their screening ability which is lower than that of policy−based financial institutions. Concerning credit insurance activities, easy promotion of policy−based financial institutions’ securitization support or guarantee activities should be avoided. This is becanse it would bring about much danger of losses than the case of housing loan because of its more complicated screening process. |

| Abstract | This paper aims to study the relation between financial reconstruction of local governments and decentralization, in connection with recent broader−based administration. Yubari City, Hokkaido failed finance since last year, and shifted to the financial reconstruction since April, 2007 as is well known. A serious crisis of the local finance was made ahead, and six local groups proposed the fiscal reform including the reform of intergovernmental relations.. At the age of Heisei in Japan, the amalgamation policy of the municipality was advanced aiming at the efficiency improvement of the local finance. In addition the regional system as the broader−based local government (Do−shu−sei) begins to be discussed. We are going to examine whether the amalgamation of municipalities and the regional system scheduled in the future can promote the decentralization process of the local administration and finance. I describe in this thesis that a careful examination such as the broader−based local governments between prefectures will be necessary for the promotion of regional system. |

| Abstract | 1) Pharyngostomum cordatum eggs were detected from 32 domestic cats (1.1%) out of 3,000 examined in Fukuyama District, Hiroshima Prefecture, during the period from 1971 to 1982. 2) Spirometra erinacei was also parasitized at a high rate of 78% in the cats infected with P. cordatum. 3) No relation was found between the infected cats and thier sex, age, or species. |

| Abstract | One-dimensional compression tests were performed to investigate compression characteristics of sludge cake used as a construction material. The sludge cake is dewatering product of dredged sludge from the bottom of a lake. The test results show following compression characteristics. (1) For the undisturbed samples, e-log p curves show compressibility of overconsolidated clay ordinatily observed. (2) For the disturbed samples, there observed compressibility close to that of ordinary normally consolidated clay. (3) For the recompressed samples, there observed two turning points on e-log p curve. The compression presures(p(c1) and p(c2)) at those points for the unsubmerged tests have a linear correlation with the recompression pressure(p(s)). The submerged tests give very small values of p(c1) and p(c2) compared with the case of unsubmerged test. (4) For the recompressed samples, the first compression index(C(c1)) after p(c) has a linear correlation with the initial void ratio(e(0)), and the second compression index(C(c2)) shows almost constant value. |

Recently, large-scale parks on well-known theme have been built in Japan, the management strategy of sightseeing-spots is becoming harder. However, it is important for us to understand the peculiarity of local sightseeing-areas and advertise the information on unsophisticated nature and culture linked with surrounding ecological system consistently. Sustainable management of sightseeing-areas is affected and sustained by the thought and life-style of peoples living in the adjacent areas. |

| Abstract | In this paper, diversity of agricultural production and its change was examined for some 45 years in Japan and for 1960, 1980, and 2000 in Tottori prefecture. The concept of entropy was used in order to measure the diversity of the agricultural production which consists of some sections. Agricultural production section in Japan has been diversified in the long run. The ratio of rice has been decreasing gradually for a policy of cutting back on the acreage under cultivation. Although the ratio of stock raising and fruits has increased, it tends in recent years to stagnate. The rate of vegetables has increased remarkably. Combination type for every municipalities was determined with the standard value A method, and complemented examination of agricultural diversity. |

| Abstract | The aim of the study is to explain the present condition of the rows-of-houses preservation policy of Okayama Prefecture and to examine the samples in Maniwa city, Katsuyama area. Besides, the interview investigation was mainly conducted for residents in the rows-of-houses of preservation area in Katsuyama for giving the concluding remarks about the findings. The traditional private houses in Katsuyama preservation area were partially restored in the 1985-89 and 1993-97 fiscal years by the subsidy from the prefecture. Furthermore, Katsuyamacho at that time founded the subsidy system for maintaining rows-of-houses preservation area (about 25.3 ha) independently in 1993, restored 9 private houses, and made and updated the shop curtains; "Noren". In the point of the observable items, the ground warehouse of structures with gable tile-roofing is visible and it is also in use. Moreover, a latticed window structure, a white wall, and a sea cucumber wall constitute the charm of new rows-of-houses. A stone pavement follows on the riverside at the site facing the Asahi River. There are the remains of an arrival-and-departure place of a flat boat and a brewery, etc. According to our investigation in 2002, the residents were satisfied with "It is easy to live quietly", "the beauty of a natural landscape", "harmony of rows-of-houses and a shop curtain", and "a historical atmosphere", but the recognition of "the creation of active rows-of-houses" was unexpectedly low. Therefore, cooperation between residents and informational sharing are much more required. Consequently, since both the visitors and the residents are satisfied very much with each facilities, such as the whole rows-of-houses, a samurai residence, a brewery, and a restaurant etc., town planning is well organized and attained the priority targets. |

| Abstract | 本研究は、現代の若者の音楽嗜好や音楽に対する意識の実態を明らかにするため、中学生、高校生、大学生を対象に実態調査を行ったものである。調査は次の2つの仮設に基づいて行われた。仮設1.ほとんどの若者がポピュラー音楽を好む。仮設2.複数の音楽メディアを利用して音楽を聴く。調査結果については、約20年前に全国規模で実施されたNHK放送世論調査所による「現代人の音楽」との比較を含めて考察した。分析・考察の結果、「音楽が好き」と答えた92.4％のうち87.7％がポピュラー音楽を好んでいることが明らかになった。また、様々なメディア機器が存在する中で、若者が音楽聴取に用いるものは、「CD,MD,テープ」など、よりパーソナルなメディアに移行しており、「テレビ」「ラジオ」など他のメディア機器に対する絶対的優位性が見られた。 |

| Abstract | 本研究は、現代社会に対する認識を深めることを目指した社会科歴史の単元開発を目指したものである。そのために、本研究においては、現代、政治の場において問題となっている政策課題を取り上げ、その起源を追及させることを通して現代政治をよりよく理解させるとともに、生徒に問題解決への自分なりの見通しを持たせるように授業を構成している。取り上げた政策課題は領土問題であり、具体的には日韓の間で議論となっている「竹島問題」を扱った。開発した単元は、特定の主義・主張を教え込むのではなく、公立な立場から政策問題について思考・判断させ、自主的な思想形成を促すものと評価され得るものである。 |

| Abstract | 大正末期から昭和初期の食生活の聞き書『日本の食生活全集』（全48巻）における資料を中心に「たくあん」、「たくあん以外のダイコンの漬物」の加工および「食し方」について収集、分析した。全事例343例、「たくあん」は156例であった。「たくあん」加工のダイコン乾燥期間の地域別特徴は顕著な差異は認められず、おおよそ10日間前後で、稀に30日間と長い場合も見られた。漬け床の塩量は、ダイコン重量に対して3-6％～10-27％、ヌカ量は、使用する塩量で決められ、これらの割合は、地域別特徴より、「たくあん」を食する時期によって決められることが明らかになった。「たくあん」漬け（ダイコン収穫3ヶ月）ができるまでは、ダイコンの生の食感等を活かした塩や調味液、もしくは干しダイコンを調味液に漬けるなどによる漬物の加工であることがわかった。一方、1年を越えた「古漬けたくあん」は脱塩し、みそ漬けや、煮る、炒めるなどの総菜に用いられることが明らかになった。漬物は、翌年の収穫まで1年間を通じて、「たくあん」中心に食する計画がなされ、このことは地域別で、大きな違いは認められなかったが、とくに、北海道および沖縄では、地域の特産物、動物性食材を加える加工が多く、他の地域とは異なることが認められた。 |

| Abstract | Quality control in mass-reared melon files, Bactricera cucurbitae, after eradication is discussed, based on the results of artificial selection experiments. First, a brief history of quality control in mass-rearing of insects is described. In practical mass-rearing of melon fly, many traits habe already been differentiated between mass-reared and wild files. These differing traits are reviewed and the factors which caused these differences are considered. It was considered that the differences between wild and mass-reared melon files depended on the selection pressures from the mass-rearing method. Next, the results of several artificial selection experiments using the melon fly are reviewed. Finally, consideration is given to some correlated responses to artificial selection in mass-rearing. Longevity that is correlated to early fecundity was successfully controlled by artificial selection for reproduction in the mass-rearing system. On the basis of these results, an improved method for quality control in mass-reared melon fly with considerations for quantitative genetics is discussed. |
