| Title Alternative | Dynamic Externalities of Industrial Agglomeration : A Survey |

| Abstract | This paper reviews existing literature on dynamic externalities which is the fountainhead of competitive advantages, and argues that rigorous theoretical and empirical analysis is needed to increase understanding of the role of technological spillovers in generating regional growth. Empirical analysis of knowledge spillovers is broadly performed in the field of industrial organization. Recently, a number of empirical analyses aiming at verifying technological spillovers accompanying R&D activity of companies have been conducted. In recent empirical literature on spatial agglomeration, many papers find evidence consistent with dynamic externalities. Especially, growing bodies of research have estimated the extent and type of dynamic externalities. Despite the different data sources used, methodologies are similar. As the survey of some methodologies has been carried out by McDonald (1997), this paper reviews the main empirical analyses of dynamic externalities as the complement−positioning. |

| Abstract | 一般にケインズの対極に位置すると考えられているアダム・スミスは，総需要不足と金融不安定性の問題をめぐって，現代の新古典派よりもむしろケインズやケインズ派に近い考え方をしていた。スミスはステュアートのように金融・財政政策を通じた総需要拡大を主張しなかったが，そのことはスミスが総需要の問題を考慮しなかったことを意味するわけではない。スミスは，重商主義政策の撤廃による自由で効率的な資本と労働の配分が，労働需要の増加と賃金の上昇を通じて大衆的消費需要を拡大し，さらに自由貿易政策による貿易の拡大も総需要を拡大すると考えていた。またスミスは，エア銀行の破綻処理の経験を通じて金融市場の不安定性を認識し，金融システムの安定化のためには銀行の自由競争だけでは不十分であって，政府による一定の法的規制と銀行の企業モラルの改革が必要であると考えるようになったのである。 |

| Title Alternative | Research of Higher Education in USA through Examination of Bulletins of Okayama University’s Partners |

| Abstract | This paper points out the features of US higher education, especially 4 year university educations after analyzing their bulletins and other materials, and then deliberates the historical and philosophical back ground behind it. Also this paper draws a comparison between USA and Japan in the university education. US universities deal with their students realizing that they are now experiencing the age of the transition from mass to so−called universal higher education. On the other hand, Japanese universities, especially governmental ones, have been content with the tradition from Meiji Era, when elite higher education prevailed and each student was treated as a matured and independent gentleman. In US universities, of course, from the first line of bulletins, it is clearly indicated that students themselves are responsible for each decision. However, they also demonstrate that attending classes regularly is a minimal student responsibility. On the other hand but more importantly US universities are committed and well prepared to support students who appear in danger of falling into, or who do fall into, academic difficulties. The existence of ample academic advisors in the universities is very important. Another feature of US universities is that they are affirmative to honor students with outstanding academic performance. There are plenty of honors and scholarships of various kinds. On the contrary, Japanese universities are not very enthusiastic to honor their students and their scholarship systems are generally poor. In conclusion, entering into the age of mega−competition among universities and of transition from mass to universal higher education, Japanese universities have to transform themselves to cope with and to survive these changes, learning many excellences from US higher education system. |

| Title Alternative | The Student Exchange Programme between Okayama University and the University of Edinburgh : Sending Students Abroad |

| Abstract | In February 1991, the Faculty of Economics, Okayama University entered into an agreement with the Faculties of Arts and Social Sciences, the University of Edinburgh, to promote student exchange and academic co−operation. In this paper, we mainly focus on the procedure for sending students on this exchange programme. As it was the first exchange programme that the Faculty of Economics was engaged in, the teaching staff involved had to face problems one after another until the programme got off the ground. The insufficient English language proficiency of the students was always one of the majour concerns. However, spending one academic year abroad broadened students’ outlook remarkably and almost all of them came back to Okayama satisfied with their experiences in Edinburgh. Until 2000 when a faculty−to−faculty agreement promoted to a university−to−university one, as many as 23 students of the Faculty of Economics had been sent to Edinburgh. The programme can be said to have achieved satisfactory results to some extent. So it is worth while examining this experience gained during the past ten years in 1990’s in order to use it for enhancing internationalisation at the Faculty of Economics for the future. |

| Abstract | 学校教育における合唱活動を活性化させるためには，合唱芸術の原点に立ち戻り，根幹となる｢和声感｣についていま一度検討を加える必要がある。そこで，｢和声感｣に着目し，日本の学校教育へ導入可能な，和声感の育成が取り入れられた練習方法について検討した。その結果，和音の構成音の持っている倍音や結合音の性質や特徴を認識し，その知識を活かした音程練習を合唱練習に取り入れることで，演奏者の耳が鍛えられ，さらにこの練習が，正確な音程から生まれる合唱の調和感覚，色彩感や広がりが感じられる合唱づくりの基礎になりうることがわかった。 |
